New Hampshire lawmakers consider hiking fees on dam owners

The 1996 failure of a private dam in Alton, near Lake Winnipesaukee, caused one death, numerous power outages and extensive damage to highways and homes. In the aftermath, the state instituted a program of inspecting dams to try to avert such a tragedy from happening again.
