Portsmouth NH officers allege quota system on traffic tickets

The Portsmouth Police Patrolmen’s Union made the allegation about quotas through an unfair labor practice complaint filed with the New Hampshire Public Employee Labor Relations Board. According to the complaint, brought by the union’s lawyer Peter Perroni, the officers endorsed a new contract on Sept. 27, which includes a provision mandating they receive performance evaluations.
