NHLA: Proposed Bylaws Amendment October 2017

The purpose of this bylaw change is to correct an imbalance in the timing of elections for the current eight board positions and to help preserve institutional knowledge by separating the chair and research director elections.

In the early part of 2017, the civic action director position was removed from the board. This left eight board positions remaining, instead of nine. Elections for board positions take place every six months and terms last for two years, with a term-limit of two consecutive terms. This left the NHLA with one election period having one open position (secretary in April of odd years) and another election period with three open positions (political action, treasurer, and development in November of odd years.) |Read more at NHLiberty.org

Tessier’s confidentiality breach goes beyond school board and district personnel

The leak of confidential personnel information by at-Large Manchester Board of School Committeewoman Nancy Tessier has gone beyond the school board and the personnel members she copied in her email regarding the content of a non-public meeting on September 11, 2017.  The breach has been the subject of editorials written by at-Large Committeeman and Girard at Large Radio ShowHost Rich Girard and Coalition of NH Taxpayers Chairman Ed Naile and a complaint that’s been filed under the city’s charter. |Keep Reading at Girard at Large

Balsams: Key Plan To Expand Ski Slopes Slips Behind

LANCASTER – With another winter approaching, the Balsams’ developer is still working on its plan to expand the skiing area, Ed Brisson, an official with developer Dixville Capital LLC, said Wednesday night.

Originally, the developers hoped to begin construction in the summer of 2016 with skiers on the slopes this December. But their expansion plan lacked key information and couldn’t be approved by the planners. That meant no construction work could take place. | Keep Reading at InDepthNH

Some States Seeking Ways Around Full Compliance With Federal Education Law

A federal education law designed to let states determine for themselves how to hold schools accountable may leave more children behind if states are allowed to skirt federal requirements through waivers.

The Every Student Succeeds Act shifts the burden of directing education from the federal government to states and school districts, a major win for conservatives who long complained about federal intrusion. But civil rights groups and other have sounded alarms since the legislation was being drafted that too much flexibility could lead to states not devoting resources to historically underperforming students if it meant posting higher progress rates for schools. |Read More at NH Journal

House panel votes to eliminate RGGI energy-efficiency funds

The NH House Science Technology and Energy Committee narrowly voted Tuesday to gut energy-efficiency funding through the Regional Greenhouse Gas Initiative and roll back the state’s renewable energy standard, in a move that one Republic denounced as partisan and a Democrat called “nuts.”

But most Republicans backed the legislation, which they argued would decrease “subsidies” to programs designed to reduce fossil fuel usage.

“It’s easy to spend other people’s money,” said Rep. Michael Vose, R-Epping, who introduced a last-minute amendment to gut RGGI funding. “But nobody knows how to spend money better than the person that manages it, and this will benefit ratepayers.” | Keep Reading at NHBR

Russian – Clinton Campaign Collusion

Written by former British spy Christopher Steele, who was paid by opposition research firm Fusion GPS, which received the money from the Clinton campaign, the 35 pages of memos became the Democrats’ vehicle to promote supposed TrumpRussia collusion in the presidential election.

The irony: Virtually all of Mr. Steele’s sources are Russian, meaning Democrats have been indirectly colluding with Moscow disinformation to bash the Trump team for purportedly doing the same thing. | More at the Washington Times
