CONCORD, NH — A Plymouth State University student with a previous assault history has been arrested for allegedly raping a teenage college student at the New Hampshire Technical Institute, Concord’s community college, according to the New Hampshire State Police. Conner Welch, 22, of Plymouth and North Hampton, was arrested at 5:45 p.m. on May 8, 2017, for aggravated felonious sexual assault-no consent. The charge stems from an alleged incident on April 5.
