The Legislature’s part of the process begins with the House passing a budget and sending that to the Senate. The Senate typically makes changes to the House’s budget and sends it back to the House. The House typically disagrees with some of the changes and the Speaker and Senate President then name a committee to attempt to resolve the differences. Once a compromise is reached by the committee, and approved by majority votes in the House and the Senate, that budget is sent to the Governor.
