The NH House will be voting on cutting back on renewable energy and perhaps energy efficiency on Wednesday, but most lawmakers probably wouldn’t know it. That’s because the two small energy clauses are tucked into the 45,000-word House Bill 2, the companion bill to the budget.
The two energy clauses in HB 2 won’t affect state spending, but they may have an impact on ratepayers. One clause would rebate a fifth of the money in the state’s Renewable Energy Fund, or REF – paid by utilities that fail to meet renewable energy portfolio standards – back to ratepayers. Currently, all of the fund’s money supports renewable energy programs.

New Hampshire cops accompanied by a member of the SWAT team escorted a Marine Corps veteran out of city hall last Monday after he attempted to pay a parking ticket with pennies.
Manchester police not only violated the Coinage Act of 1965 that states all coins are legal tender for debts by escorting Billy Spaulding out of city hall, they violated his friend’s First Amendment rights by claiming he needed their permission to record the interaction.

PORTSMOUTH — City councilors decided Monday night to postpone a vote on a proposed ban targeting carry-out plastic bags typically used by chain grocery stores and pharmacies.
Fred Rice, a Hampton resident who served as a three-term state representative, spoke during a public hearing about the “practical” as opposed to “philosophical” impacts of the ban.
