OP-ED: Full Day Kindergarten Should Remain a Local Decision
The New Hampshire State Senate added an amendment to Senate Bill 191, a bill targeting education adequacy funding, in a move to support full-day kindergarten funding.
The time at which a child begins formal, full day education should be a decision made by the family. Parents have the constitutional right to guide the education of their children. It has been made clear that once full-day kindergarten is funded, the next step will be mandating full-day kindergarten for all children. Parental choice, when it comes to full day versus half day kindergarten will be a thing of the past. The financial impact will certainly result in the closing of many private kindergartens, leaving fewer choices. Keep Reading…

Portsmouth Trying to Ban Plastic Bags Again
The Portsmouth, New Hampshire City Council is meeting tonight for the second reading of a proposal to ban plastic bags in the city council chamber, at City hall, starting at 7 pm. This is not the Council’s first dance with a proposed bag ban. Back in the spring of 2015 a Blue Ribbon Committee on Sustainable Practices, headed by Bert Cohen, proposed a similar ban that was eventually dropped. The City came to the conclusion that it did not have the authority under state law.
The legislature recently rejected enabling legislation, but Portsmouth is plowing ahead again none the less. Keep Reading…

Democrat Steve Marchand is Running for Governor
Marchand, a consultant, campaigned last year on making Medicaid expansion under Obamacare permanent, providing better support for roads and bridges, legalizing marijuana, and opposition to the Northern Pass project.
He registered his candidate committee last week and it’s dated April 3. Nancy Pearson, a city councilor in Portsmouth, is listed as his treasurer. Read more…

More Snow Tuesday for Parts of New Hampshire
While the upcoming storm on Tuesday will bring primarily rain to New England, some of the highest elevations of Northern New England will see accumulating snow.
The first wave of precipitation arrives after midnight, during the pre-dawn hours of Tuesday. From the Lakes Region of New Hampshire points north and northeast, this will start as snow. Giant Goats Coming to Carroll County “Jurassic Farm”
OSSIPEE — A new petting zoo called Jurassic Farm has been opened by Carroll County commissioners on the county’s lower field in Ossipee.
Commissioners hope that the main attraction — giant Siberian goats — will be enough of a draw to prevent the county delegation from selling the land off for condos to wealthy campaign donors.

N.H. Considers Letting Towns Upgrade Polling Tech
If New Hampshire allows electronic check-in at polling places, replacing ballot clerks drawing lines through voter names in printed books with people touching icons on computer tablet screens, it will be due in part to one unlikely motivation: the alphabet.
“There’s nothing more frustrating to a voter than standing in line because your name starts with the letters A to D, but the M-to-Z check-in line is empty. … This eliminates that,” said Rob Rock, the director of elections for Rhode Island, describing his state’s experience with what are known as electronic poll books. U.S. Supreme Court Rebuffs New Hampshire on Ballot Selfies
Voters in New Hampshire are free to take selfies with their election ballots and post the photos online after the U.S. Supreme Court refused to revive a state ban on the practice.
The justices, without comment, left intact a federal appeals court ruling that struck down the ban on free-speech grounds in September. The 2014 law subjected violators to fines of up to $1,000. Keep Reading…
