CONCORD — State Rep. James MacKay, D-Concord, is apologizing after a photo surfaced of his car parked over the line in a handicapped parking spot at Concord Hospital on Sunday.

MacKay said he was at the hospital for a meeting and parked up front, but the front doors were locked because it was the weekend. He has difficulty walking and does have a handicapped placard. He said he didn’t notice how poorly he parked until he returned to his vehicle. | More…
