Police: Naked man on ‘spice’ arrested in Manchester

MANCHESTER – A man high on synthetic marijuana was arrested after being spotted walking naked downtown, police said Monday.

Mefen Rowell, 28, of Manchester, was arrested Friday on charges of indecent exposure and resisting arrest, police said in a release.
