As Hassan was running for the Senate, the Obama administration informed her that the state’s expanded Medicaid program was running afoul of federal law. The Center for Medicare and Medicaid Services (CMS) found that the New Hampshire Health Protection Program (NHHPP) had improperly relied on voluntary payments from hospitals to cover some of the non-federal share.
Hassan, and a bipartisan group of legislators, bragged that New Hampshire taxpayers wouldn’t be on the hook as the federal share of expanded Medicaid benefits dropped because hospitals would be covering those costs themselves.
