The retired 89-year-old loves Portsmouth, and the only time he left is when he served four years in the U.S. Army. But the former city councilor worries that he may soon be forced out of his home if property tax rates keep rising in Portsmouth.
“I can see it coming,” Whitehouse said Monday. “Come October or the last part of September when they set the tax rate, then I’ll know how bad things will be. I keep cutting and cutting, but I’m all by myself and I’m trying to hang on.”
